Kernel

The small core every One3 app depends on: objects, Actions, events, workflows, policies and tenancy.

The Kernel is layer 0 of One3's architecture and the only thing every other layer depends on. It provides the 14 kernel primitives — Object, Relation, Action, Event, Workflow, Policy, View, Goal, Actor, Decision, Outcome, Budget, Agreement and Signal — plus tenancy.

The decision is to build a thin kernel first and sell early: ship a sellable Growth OS by month 6 and grow each foundation layer only when a paying workflow needs it. If a feature can't be expressed with the primitives, the kernel is changed deliberately through an architecture decision record, never with a one-off bolt-on.

One3 starts as a modular monolith with a few justified services (AI runtime, media workers, realtime), within a Complexity Budget.
