Budget guardrails
Caps and stop triggers that pause an agent's spend automatically when limits or return thresholds are breached.
Budget guardrails in the Investment & ROI Ledger stop spend before it gets out of hand. Defaults, all tenant-configurable, include a daily cap per agent or squad (hard stop on R3 spend Actions), a monthly cap (hard stop, approval to raise), min_net_roi_ratio after a minimum sample (pause external-facing Actions, keep internal work, alert the owner), max_cost_per_accepted_outcome (alert at 80%, pause at 100%), a maximum supervision ratio, pass-through anomaly detection and provider quality signals.
Minimum-sample rules stop agents being paused on noise. If data quality falls below the floor, metrics read "insufficient evidence" and no automated scaling decisions are made.
