Budget
Money, compute or time allowances for actors, goals, squads and workflows, enforced at the Action Bus.
A Budget is a kernel primitive that caps what an actor, goal, squad or workflow may spend — in money, AI compute or time. Budgets are enforced at the Action Bus, so a spend Action that would exceed a cap is blocked, not just reported.
For external Actions, budget follows a strict path: reserve before dispatch, settle on the provider receipt, release on proven no-effect. The cap applies to committed spend plus active reservations, so parallel workers cannot race past it.
Agent budgets — a Digital Employee's "compute salary" — arrive in W1, and kernel-wide budgets in W2. Ledger guardrails such as daily and monthly caps build on them.
