Client mandate
The scoped authority a client issues before a rented agent may act: purpose, Actions, channels, spend limit and expiry.
A client mandate is the authority a client tenant grants a rented agent or squad before it can do anything external. It names the purpose, allowed Actions, providers and channels, a spend ceiling, an expiry and the client grantor. The agent cannot dispatch without one.
Effective authority is the intersection of five things: entitlement ∩ client mandate ∩ certified skill ∩ credential scope ∩ policy. Revoking a mandate stops every queued and in-flight dispatch across all callers — UI, API, MCP, agent, automation and channel — with a visible pause reason. Return, cancellation or offboarding revokes the mandate first.
