Wave
One of One3's gated build stages, W0 to W6, each with exit criteria.
One3 is built in waves: W0 (months 0–3), W1 (months 4–6), W2 (months 7–12), W3 (Year 2), W4 (Year 3), W5 (Years 4–5) and W6 (Years 6–10), with horizon H5 for Years 11–15. Year 1 is W0–W2.
A wave is the earliest eligible time for a capability, not a commitment. The roadmap is gated, not dated: each wave has exit criteria, and if they aren't met the next wave's scope doesn't start until the gap is fixed. Pivot and kill triggers are written down in advance.
